Treaty to make RAIDING a Punishable offense by galactic law!

for too long many worlds have suffered and are exploited by other worlds and thus we have wars

for now i propose a method where raiders or raiding parties must be held accountable, too long many have lost gains and progress due to incesive greed of others and therefore in good judgement and decency we should with hold ourselves in the hopes that we can unite together rather then divide,

wars are acceptable but under lawful conditions , simple rampages must be put into the past.
