It was a reference to an old issue of 2000AD, the only peace is that which you create yourself. A pacifistic Alliance is not likely to meet with much success. Human decision making involved balancing risk against reward. The only way to prevent people from bearing arms is to make the consequences of such acts intolerable. Which usually requires force. Particularly against a foe who has demonstrated a proclivity for violence.
