Strictly speaking, by the forum descriptions, it should be in General Discussion, as it is game-relevent but does not deal with a specific alliance or war.

Since the title of the forum mentions wars, this seems like the most appropriate home for the HoF.

If anything, it should have its' own seperate category.

Fair enough. Union of Honor just sounds to me like the place to celebrate hits.
