You said no, that cannot see the incoming fleet to recycle a DF, but in a few rare and complicated circumstances, they can see the incoming fleet.
The response time for a 911 call is approximately 4 minutes.....the response time for a .45 ACP hollow point is 930 feet per second....any questions?

The circumstances are
1.if the player can lanx the planet the recyclers is coming
DEATH BEGINS WITH LIFE'S FIRST BREATH , AND LIFE BEGINS AT THE TOUCH OF DEATH

2. If the recyclers are launched from a planet.
3. The owner of the planet that has a debris field can NOT see them coming at all.
