I believe the way shields values is calculated is like this:
MAX Shield potential = Base Ship shield value x (Research shield value x 10%)+1)
So if it is a Large cargo with 10 base and your Researched shield lvl is 9
MAX Shield = 10x190% = 19
MAX Shield potential = Base Ship shield value x (Research shield value x 10%)+1)
So if it is a Large cargo with 10 base and your Researched shield lvl is 9
