Operating at an Energy Loss

So what exactly happens when you operate with negative energy production? Does the system just default to utilizing the most production percentage possible when everything is set to 100%? Or is there a penalty making it more beneficially to actually set production on buildings to manage energy?

ie.

If operating costs on energy was in a deficite allowing you to only use 93% of a metal mine, the resources page restricts you to tenths so my setting it to 90% would actually give me a 3% loss.
