You can only get a lunar base if you get a moon and to get a moon see forum ALL YOU NEED TO KNOW ABOUT A MOON

No research is needed. As Killerbuck stated, you just need a moon to put it on. Moons have to be created, no planet starts out with one.

also if u don't know how to find ur moon, cause i faced that probleme also,when a moon is created it's added to ur colony list. jst like a new colony.

or to find your moon just click on GALAXY and then you will see it
