Abandoned planets

I have 2 planets in my galaxy that seem to have been abandoned. I have sent numerous messages to them with no replies and there is no activity on either. What happens to them and can they be taken over??
Anyone know??

If there is an (i) after the planet name it means the person has not logged in for over 7 days. An (iI) means inactive for over 45 days (I think it is 45).
You cannot take over other planets but you can raid them for resources (you can raid active planets too). If you send cargo ships with an attack mission they will return with resources...if you win the battle and the cargos survive.
