If somebody send a fleet at one of your planets and you only have a couple of fighters, can you send other ships from other planets to help

Yes. You can use the "deploy" order to send ships to another planet at any time. You can also use this to send ships away from an attack if they are going to be destroyed. You might want to load all your resources onto them first........
