how do i get a moon base?

Step one : Get a moon - this is covered on a number of other threads.

Step two - ship the necessary resources there - moons cannot be mined, so produce no resources.

Step three : Build away

best way to get a moon is get a lot of solar satellites going, build a large fleet get someone to attack you.

That's one way. Or get someone to attack a well defended planet using a swarm of small cargo.
