Getting people in an Alliance

How does someone apply to a alliance and or accept someone into a alliance? Just asking cause one I'm clueless, two for others to view.

Ranking -> Show Alliances -> Click on alliance name -> Click on apply bottom left

He also meant how to accept people into an Alliance, I believe.

When you go to the alliance page, the number of outstanding applications is shown. Clicking on the number allows you to deal with them, if your rank within the alliance allows you.

Go to alliance, and select Circular Message.
