Why I can't attack the weak planet???

I can't attack the planet that is equal my strength.Why?
Please tell me what kind of planet is suitable for attack. :roll: :roll:

the planet which is not (w) or (s) you can attack the planets which are (i) (iI) and the planets which doesnt show anyof these so they are in your equal power
