Hello,
Is the speed of the fleet set on the fastest ships or the slowest ships?
In other words, will slower ships slow the fleet down due to under-
developed engines?

Speed is determined by the SLOWEST ship. This is clear if you simply experiement on the fleet page with sending two different ship types separately and then combined.
