How do I send anything to an expedition
My research on expedition tech stands at level 4 and all others are at good level[except IRN]
I cannot find any option anywhere

To send an Expedition mission, you need to enter 16 as the target slot.
Some other points concerning expedition tech:
1) The possible outcomes of an expedition mission are 1. find nothing 2. find some lovely nebulae and stuff that your scientists ooh and aah over 3. find resources 4. find ships 5. FIND A BLACK HOLE THAT SWALLOWS THE MISSION
2) In the event that you find ships, you will find 10% of the ships that you sent rounded down so you should send in multiples of ten. Also, you cannot find RIPs, so dont use them for expeditions.
3) The number of missions that can be active at any one time is the square root of your ET level.
