Which defensive cannon is the best in terms of resource management[i.e. most effective with least resources like that]

I think the Ion Cannon. Relatively cheap, strong shields.

I think LLs are clearly the best defense.
Using the 4:2:1 to convert to an all-metal value, the cost of RL = 2500, LL = 1450, HL = 8400, GC = 55000, IC = 12500, and PC = 250000.
100K LLs would cost 145.000.000 (all-metal equivalent). For the same cost you could buy 58000 RL, 17262 HL, 2636 GC, 11600 IC, or 580 PC.
If you simulate each of these against 20 RIPs, LLs and ICs perform very obviously better than the others. The 100K LLs do more damage against the RIPs but the ICs actually survive without damage! If you resimulate the LLs and ICs with just a single of each of the other defenses added (i.e. 1 RL, 100K LLs, I HL, 1 GC, 1 IC, 1 PC, 1 SSD, 1 LSD vs. 20 RIPs and 1 RL, 1 LL, 1 HL, 1 GC, 11600 IC, 1 PC, 1 SSD, 1 LSD vs 20 RIPs) the LLs usually destroy the RIPS and mostly survive (and remember 70% of destroyed defense will regenerate anyway).
