why not bringing a chat room for the game which can be accessible from the player menu of the side bar?

That would be good,But I prefer that we click on a chat room too enter in chat more that messing around and pissing our selfs while accessing the chat room lol.

would definitely be better than reading through 50+ cirular messages that were just a conversation between 2-3 people...and then circular messages would be used for coordinating attacks and preparing for war(the way I think it was intended)

I have seen lot of games employing World Chat which works like a chat room. You are talking about chat room as well as circular messages. So i am really confused. Do you want to have a common game chat room or alliance chat room.

If it is a common game chat room then it would be quite annoying with players chattering all the time and some players try to spam the chat rooms. That frustrates the users of the chat room. Moreover the chat room messages expire quite fast so it would be hard to track down abusive players.

If it is an alliance chat room, then also there are lot of issues associated with that. Practical jokers or spammers can make your game playing time a miserable experience. Also if you would not be online and if there was some important information that was circulated then it might have expired while you come online. That means you can not utilize those information's for your advantage.

I think this is better if it is kept this way.

one bad thing though is it will give away peoples time zone
which may not want to be done lol
