Radio Wave - Alien Technology

I want to build a radio station to search for Aliens and maybe contact others in the universe that are unknown for the reason to learn new Alien Technology. These Aliens once found can be an NPC that only I can see since I have the Radio Station to communicate with them. If others want to communicate and find them they would have to build their own radio stations and search like me.
